'scons install' should create a documentation directory

Description

When installing DrQueue with 'scons install', a documentation directory for example $DRQUEUE_ROOT/doc should be created.
In there every textfile of the source tarball should be placed.

Now a documentation directory is created:

$ sudo scons install
