Distribute Python bindings through PyPI (like RubyGems for Ruby)

There is a similar mechanism for Python like RubyGems for Ruby, which is called PyPI. The Python bindings should be distributed in this way.
See http://wiki.python.org/moin/CheeseShopTutorial for an introduction.

There's a need to put some more information on the distribution file (description and all that stuff) but the main thing is done and closed.
There are also a few minor problems at the time of creating the package because of the organization of the source tree, but nothing that can't be solved with a couple of handwritten command lines.
